Error -214189155: Failed to open the connection setting up Dynamics Report Manager

Error -214189155: Failed to open the connection.
Details: [Database Vendor Code: 4060]

Error - 2147189176: Login failed.
Details: [Database Vendor Code: 18456]
bad login

Both these errors came when trying to set up a Dynamics Report Manager (DRM) report. I needed to give the user that I was using access to the database.
